The Technology Skills the UK Public Sector Will Be Competing for by 2030
AI, data, cyber security and cloud are already changing how UK public sector organisations operate and deliver services. But the bigger challenge between now and 2030 may not be the technology itself. It will be the skills candidates need to progress the technology.
Government has placed digital, data and AI at the heart of public service reform. Its own State of Digital Government Review also identifies persistent challenges around legacy technology, cyber resilience, fragmented data and skills.
The skills challenge is significant. The Review found that government's digital and data workforce has around two technical specialists for every non-technical role, compared with four to one in high-performing private-sector organisations. At the same time, government is competing with those organisations for many of the same scarce technology skills.
- Artificial Intelligence and Automation
AI is moving from experimentation towards practical application across government, local authorities, the NHS and wider public services. Deloitte research found that only around one-sixth of government leaders surveyed believed their organisation had high or very high generative AI expertise.
As adoption of AI matures, the requirement will extend beyond basic familiarity with AI tools. Government will need specialist AI and machine learning engineers, automation specialists and AI architects, alongside people capable of applying AI effectively within their existing professional disciplines and those responsible for AI assurance, governance and responsible implementation.
- Data Engineering and Analytics
AI transformation ultimately depends on data.
Government's Review found that only 27% of public-sector respondents believed their data infrastructure enabled a comprehensive view of operations or transactions, while 70% said their data landscape was not well coordinated and interoperable or did not provide a unified source of truth.
That will sustain demand for data engineers, architects, analysts and data scientists, alongside specialists in data governance and quality. The challenge is not simply to analyse more data, but to create trusted, connected data foundations on which AI and increasingly joined-up public services can depend.
- Cyber Security and Digital Resilience
As services become more digital and interconnected, cyber security becomes increasingly fundamental.
The wider UK cyber labour market already faces an estimated annual workforce shortfall of around 3,800 people. Demand will remain high across security operations, cloud security, identity and access management, security architecture, risk, assurance and incident response. Increasingly, security and resilience need to be designed into transformation from the outset rather than added later.
- Cloud, Platform Engineering and DevSecOps
One of the biggest public-sector technology challenges is not simply adopting new technology; it is connecting it to, and ultimately modernising, complex legacy estates.
The scale of that challenge is significant. The State of Digital Government Review estimates that around 28% of systems in central government departments were classified as legacy in 2024, while maintaining legacy technology can cost three to four times as much as modern alternatives.
Continued adoption of cloud infrastructure, shared platforms and reusable technology will drive demand for cloud architects, platform engineers and DevSecOps specialists. Professionals who understand modern cloud technology and the realities of transforming complex legacy environments will be particularly valuable.
Technology Skills Are Only Part of the Challenge
The pressure extends beyond AI. Government's own Review found that only around half of Civil Service digital and data recruitment campaigns successfully filled the advertised role in 2024.
As AI, cloud, data and cyber increasingly converge, the competition will also be for people who combine capabilities rather than fit neatly into a single technology job title.
The Public Sector Has an Additional Constraint
For many public-sector organisations there is an added complexity: security classification and personnel vetting.
Some government and defence programmes require individuals to undergo extensive vetting and obtain the appropriate security clearance before they can access classified information, systems or environments and, in some cases, before they can commence work. This can narrow an already limited talent pool and introduce additional lead time into mobilisation.
The requirement may therefore not simply be for a cyber specialist or cloud architect, but for someone with the right technical capability, relevant sector experience and, where required, the appropriate security clearance, or someone who meets the relevant eligibility requirements and is able to undergo the necessary vetting.
The workforce question is therefore not simply, which technologies should we invest in? It is also, where will the candidates come from to deliver them and how quickly can they be mobilised?

A requirement may combine specialist cloud or cyber capability with experience of legacy transformation, knowledge of complex public-sector environments and, where necessary, security clearance and vetting requirements.
Each requirement on its own may be achievable. Finding them all in the same individual can significantly reduce the available talent pool.
That is why we believe workforce planning increasingly needs to happen alongside technology planning, not once a programme is ready to mobilise, and particularly where security clearance is needed.
Preparing for 2030 Starts Now
The evidence points towards a common theme.
AI adoption requires the right skills, governance and trusted data. Modern digital services require secure, flexible infrastructure. Legacy modernisation requires architecture and engineering capability. And all of it requires people capable of delivering change within complex organisations.
The organisations best prepared for 2030 will be those identifying the capabilities they will need, understanding where shortages are likely to emerge and planning how those people will be developed, recruited and mobilised before demand intensifies further.
For organisations operating in secure environments, that planning must also consider candidate availability, security clearance and mobilisation timescales.
