About the Role

The Business Change Manager will lead and embed change across complex programmes, ensuring successful adoption of new ways of working, systems, and processes. Operating in a sensitive, multi-stakeholder environment, the role is responsible for engaging internal and external partners - including government agencies, industry suppliers, and service personnel - to drive understanding, commitment, and benefits realisation.

A central part of the role is ensuring effective, coordinated communication and stakeholder management, balancing operational priorities with organisational transformation goals.

Key Responsibilities
Change Leadership

Lead the design, planning, and delivery of change initiatives across programmes and projects.

Translate strategic objectives into practical, actionable change management plans.

Assess organisational readiness, identify barriers to change, and develop mitigation strategies.

Ensure benefits realisation and measurable outcomes aligned with programme objectives.

Stakeholder Management

Map, analyse, and manage a wide range of stakeholders, from senior military leadership to civilian staff, contractors, and partner organisations.

Build trusted relationships and act as a key interface between programme teams and the operational community.

Facilitate effective stakeholder governance, ensuring alignment across cross-functional teams and partner agencies.

Provide regular updates and engagement materials tailored to each stakeholder group's needs and security sensitivities.

Internal Communications

Develop and execute internal communication strategies to ensure clarity, engagement, and consistent messaging across the organisation.

Work with communications, HR, and leadership teams to cascade key messages effectively.

Produce briefings, intranet content, leadership packs, and internal newsletters to support change awareness and adoption.

Gather feedback and sentiment from staff to evaluate communication effectiveness and inform future engagement activities.

External Communications

Coordinate external communications related to programme change with partners, suppliers, and other government departments.

Liaise with corporate communications and security teams to ensure all external messaging complies with communication protocols.

Support the preparation of stakeholder briefings, public statements, and engagement with industry and regulatory bodies.

Training and Capability Building

Support the development of training plans and materials to help personnel adapt to new processes, technologies, or structures.

Coach leaders and line managers to act as visible change champions across environments.

Governance & Reporting

Contribute to programme-level governance, reporting, and assurance activities.

Track progress against change milestones and provide regular updates to senior leadership and programme boards.

Skills & Experience

Proven experience delivering complex business change in government, or similarly regulated environments.

Strong stakeholder management and communication skills, with experience engaging across multiple organisational levels.

Excellent written and verbal communication skills, with the ability to tailor messages to technical, operational, and executive audiences.

Demonstrable ability to operate within secure, politically sensitive, or classified environments.
